Beat together powdered sugar, margarine, milk, peppermint extract, and food coloring. Spread over cooled brownies. Refrigerate until firm.
5 Melt 1½ squares chocolate with 1½ Tbsp. margarine. Spread over mint layer. Chill.
6 Remove from refrigerator and bring to room temperature before cutting into bars.
